Yes, it is micro-managed.  The basic management comes from two or three sources:

(1) the rogue Japanese team comprised of Yakuza and Aum Shinrikyo, that leased the Russian scalar interferometers on site in Russia at the end of 1989.  There we have absolutely 100% certain information, from a person actually present when the deal was consummated (down payment was 900 million in gold bullion). The Aum Shinrikyo established a university in the outskirts of Moscow, where the KGB scientists could teach them the intricate workings of scalar interferometry.  The rogue Japanese team has been engineering the weather over the U.S. massively since then, with steadily improving techniques.   They also shot down TWA-800 and several other aircraft. 

(2) The KGB retained sole control of the quantum potential weapons, and undoubtedly use them every so often.  Particularly in disease induction (do it slowly, and the U.S. will not react; that's one of our national style characteristics: we do not react to slowly increasing threats).  But the QP weapons can also be used for "massive area" effects of almost any kind one puts on there.  If one has developed the "engine" technology, then any kind of engine can be inserted inside the quantum potential, which after all is a potential and therefore sets of longitudinal EM waves and scalar EM waves (in the time domain for the latter). 

(3) The Chinese have had scalar interferometer weapons for some decades, and early this year or late last year they deployed the quantum potential weapons as well. In addition, earlier this year they also deployed the "negative energy EMP" weapons -- the second most formidable weapons on earth.

 

So there has been quite a few fingers in the "weather pie" going on over the U.S. and North America etc.  Really a mess.  Anyway, we finally did get the proper theoreticians skilled in higher group symmetry EM to look into scalar interferometry, and they wrote a little technical paper on how it works.  (Forget the regular EM model; it does not and cannot show anything of such nature, or anything of the "engines embedded inside EM fields and potentials" area).  There is a whole "internal" or "infolded" electrodynamics (longitudinal and scalar EM wave in nature) INSIDE all EM waves and potentials, and COMPRISING them.  The gist of that has been in the literature since 1904, but the open scientists in the West have not done anything with it.  After WWII, the Russians --- spurred fiercely by Stalin --- simply applied what was already indicated theoretically, and went on from there.  Anyway, the scalar interferometry paper is:

We haven't been able to get a decent paper done on quantum potential weaponry yet.  At least five nations have QP weapons now.
