Yes, it's a mish-mash!  These programs are often fighting each other.  Also, in local areas the military research folks are testing aerosol dispersal patterns for use in case they have to spray a city populace with sprays that kill anthrax spores etc.

It certainly has that smell to it.  Nothing about the potential for, or effects of, scalar weather engineering, which must really screw up their models.

And then I wonder where HAARP fits in the equation?
