Understand, I'm a professional ex-military retired, and I do not agree with pacifist policy -- for very cogent reasons.

We have been in World War III for some time now, and Phase I of WW III was completed prior to 9/11.  Phase II got off to a lurching start with 9/11 and the attack on the Twin Towers, the Pentagon, and (originally planned) the White House.

It would be well to understand the change in the entire theory of warfare that has occurred, which poses something entirely different from anything the pacifists think of or consider. More on that in a moment.

Note the new wrinkle in how to legally become a nuclear power, e.g., as now being implemented by Iran.  The Russians are helping Iran get a nuclear power plant in operation, which should be on line sometime late this year.  Once that plant has been in operation for one year, it will have made enough weapons-grade plutonium for about 50 nuclear bombs.  The chemistry to separate the plutonium for making the bombs is a piece of cake and it can be done in a few weeks, once the material is sitting there and available.  Other countries (such as Syria, etc.) are now eyeing that path, which ironically is perfectly permissible under present international agreements.  I recently downloaded the transcript of an excellent panel, where some real international experts dealt with that problem.

The calutrons (advanced centrifuges for separation of isotopes) that Saddam Hussein already had in 1991, which were operating in Iraq at the time, were earlier sold to him by the Germans right out of their classified centrifuge program.  After the Gulf War, we only captured just a tiny number of Saddam Hussein's calutrons, and those had residues of weapons grade U235 in them.  In other words, his calutrons were already making weapons grade U235 in 1991, and most of them he still has, and they have been running now for some 12 years since the Gulf War.  In a privately contracted Threat study for a foreign country, my aerospace threat team in latter 1991 concluded that Saddam Hussein probably had enough U235 weapons grade for from 7 to 12 gun assembly type weapons, in 1991. [This was the official threat study we delivered to Saudi Arabia under contract].

Saddam Hussein also has smallpox, anthrax, etc. and probably modified camel pox.  Camel pox is almost identical to smallpox, but does not normally infect humans.  However, modify a gene or two, and you have another "different strain" that works exactly like smallpox and does infect humans like smallpox -- and is readily available everywhere there are camels. So anyone who doesn't have access to smallpox, can just rather easily do just as well by modifying camel pox.

There are also biological warfare agents that will simply decimate crops nearly wholesale, and are cheap, easy to use, and easy to spray without being caught or even seen.  One thing that has not been adequately stressed is the extreme vulnerability of modern nations to BW attacks on their crops in the fields.  In the U.S., e.g., at any one time the cities of the nation only have on site enough food for less than 60 days, of course with constant use and shipment by the trucking industry.  So that supply of food is easily suppressed, and in a single season, by some determined and easy attacks on our crops, and particularly if the oil and diesel and gasoline get in really short supply.  If half our crops are wiped out (not difficult to achieve at all), even in the U.S. there would be a great shortage of food and there would be famine.

The "new" warfare is euphemistically known as "asymmetric" warfare.  What has been done is to separate a great strategic strike against a targeted nation into two phases.

(1)   the insertion phase, accomplished in what we normally call "peacetime", where weapons of mass destructions and the teams to unleash them are inserted clandestinely into the cities and population centers (and near critical facilities such as large refineries, major communications centers, etc.) of the targeted nation.  This is the "delivery of the weapons with their detonators", so to speak, to their intended targets. 

(2)   the operational phase, when orders are issued to the teams in place, to begin the strikes with weapons of mass destruction, and actually unleash those weapons.

Over the last 20 years or more, this insertion phase of World War III has been underway.  Before the economic collapse of the former Soviet empire, e.g., the Russians inserted nuclear weapons and Spetznaz teams to detonate them on command, in all major U.S. cities (and one must assume, in the major cities of the U.K. etc.).  The nominal average of those is some 40 KT, which is bigger than the Nagasaki and Hiroshima bombs.  The Russian nuclear weapons are still there in our cities, on site, ready to go.  Lunev in his book tells some of the ways the Russian nuclear weapons were inserted into the U.S.  Quoting:

"It is surprisingly easy to smuggle nuclear weapons into the United States.  A commonly used method is for a Russian airplane to fly across the ocean on a typical reconnaissance flight.  The planes will be tracked by U.S. radar, but that's not a problem.  When there are no other aircraft in visual range, the Russian airplane will launch a small, high-tech, stealth transport missile that can slip undetected into remote areas of the country.  The missiles are retrieved by GRU operatives.

            Another way to get a weapon into the country is to have an 'oceanographic research' submarine deliver the device-accompanied by GRU specialists-to a remote section of coastline.

            Nuclear devices can also be slipped across the Mexican or Canadian borders.  It is easy to get a bomb to Cuba and from there transport it to Mexico.  Usually the devices are carried by a Russian intelligence officer or a trusted agent." [Stanislov Lunev and Ira Winkler, Through the Eyes of the Enemy: Russia's Highest Ranking Military Defector Reveals Why Russia Is More Dangerous Than Ever, Regnery, Washington, D.C., 1998, p. 26.].

Quite a few hostile nations inserted such weapons as anthrax, bubonic plague, smallpox, etc. into U.S. population centers as well (and again, probably in Western Europe as well).  And they also inserted their terrorist teams along with the weapons.  Some of these hostile nations also may have acquired nuclear weapons (e.g., there are more than 100 missile warheads missing in the Ukraine alone, and these are very substantial in size).  Further, if one had guts and money, after the collapse of the economy of the Soviet Union, one could buy just about anything from the Russian Military that one wished, and many terrorist organizations and terrorist sponsor states did just that.

When the Soviet economy collapsed, they quite paying their generals and soldiers.  The military simply started selling off anything and everything to survive and not starve. One large dope dealer, e.g., even purchased  Russian nuclear submarine complete with nuclear missiles, to use in the dope trade, but was arrested and confined by the U.S. before he could accept delivery of the sub.  Again, Lunev reveals this transaction.   Quoting:

"...Ludwig Feinberg, a Russian mobster, purchased a Piranha-class nuclear submarine from the Russian Naval Base in Kronstadt for $5.5 million.  The submarine was to be disguised as an oceanographic research vessel, but would, in fact, transport cocaine to ports in North America.  To facilitate his plan, Feinberg signed a Russian admiral to a two-year contract.  Feinberg was arrested in the United States on other charges, and his submarine deal collapsed." [Lunev, ibid., p. 17].

The Al Qaeda has announced to the Arab world that it has seven nuclear weapons, some 100 KT and some 10 KT, already inserted into U.S. cities and ready and waiting.   That may well be true (and most probably is); certainly they have the other weapons such as biological warfare agents already inserted, and there is absolutely nothing on earth that could have prevented them getting those nuclear weapons and inserting them if they so wished.  And indeed "they wished".

Castro ran guerrilla/commando training camps in Southern Mexico for decades, and the output of those terrorist schools was slipped across the Rio Grande into the U.S. --- some 10,000 of them.  All told, there are some 25,000 to 30,000 terrorist and foreign special forces types, and their weaponry, already inserted inside the U.S. today.  Again, one must assume similar conditions and preparations in Europe.

In the "new" warfare, there is no such thing anymore as "peace".  "Peace" (or cessation of major overt hostilities) is merely the insertion phase and clandestine preparation time for the next overt war.  Sadly, we will never again have peace in our lifetime and in the lifetime of our children --- not for the next 50 to 100 years or more.  VP Cheney, after a briefing on all this a little more than a month after the attacks on the twin towers etc., sadly commented on the "new" situation as follows:

"The war on terrorism will not be over in our lifetime.  It is different than the Gulf War was in the sense that it may never end. At least not in our lifetime.  The way I think of it is, it's a new normalcy."  [Vice President Dick Cheney, October 21, 2001].

For maximum efficiency and ease of transport, the standard shipment containers used in world shipping by ocean ships, etc., uses standard containers which can be and are handled without opening.  Only some 2% of those containers are ever checked after once being packed, anywhere in the world.  So anyone wishing anything slipped into any modern Western nation, need only conceal it in one or more of those standard containers.  Statistically he will lose 2% of the products shipped, but the other 98% will get through.  Indeed, the U.S. trucking industry will load the containers containing the terrorist goods (weapons of mass destruction, explosives, arms, etc.) onto their trucks, and deliver the containers on site to the waiting terrorist groups or their agents.  The majority of the drugs smuggled into this country by the big Drug Cartels come in this way.

So Phase I of World War III has been underway for two decades or more, and it has been completed now for some time, before 9/11 occurred.  The second phase got off to a bumbling start with the 9/11 attacks on the Twin Towers.  Phase II will continue for probably the next 50 years or more, regardless of Afghanistan, Iraq, etc.  Meanwhile, the terrorist teams and their weapons of mass destruction continue being clandestinely introduced into the U.S. in number, and also into other nations.  The containers still arrive with their deadly and contaminated cargo, and they are still delivered on site to waiting recipients, by our own trucking industry.

The most important "battle front" in the immediately coming war is not Iraq, but inside the U.S., Great Britain, etc.  In the "new" war, the "combatants" and the "target" have been made the civilian population, and the major objective of the terrorists is to kill the civilian populace by any means possible.  This is total murder, sanctioned and indeed ordered by very fanatical religious groups, and it is directed against women, children, babies, the infirm, the aged, everyone.  This is the new "peacetime" they have now give us, and this is the new "peacetime" that will never stop.  So I am very concerned about the "home front" battle right here in the U.S., not just the war in Iraq etc.

I will not even go into how woefully unprepared we are here in the U.S.  Let me give only a couple of small examples, easily accomplished by several nations with the assets they already have in country in the United States.

Smallpox alone (which Saddam Hussein has --- he bought it from the Russians and bought some Russian scientists along with it --- and which he also has already inserted into the U.S.), if unleashed in a single major city on the planet, will eventually kill off about 2 billion people -- nearly one third of the human population.  Smallpox is going to be unleashed, with nearly 100% certainty, and it is going to be rather quickly released, in all probability.  Not a matter of if, but of when and where. 

Then there is anthrax.  According to our best U.S. government study, a single professional anthrax attack --- two terrorists, one flying and one spraying, in a light little piper cub type aircraft, on a calm night, over Washington, D.C. with 100 kilograms of anthrax spores --- will produce from 1 million to 3 million casualties, most of whom will die because medical treatment teams and supplies and facilities will be completely overwhelmed.  Triage applies in such a case; most of those casualties will just be set aside to die.  This is why a close colleague and I so desperately went at the Government in 1998, to urge them to initiate a Manhattan type project to develop my extension of the proven Priore method for inexpensive and very rapid treatment of mass casualties.  For details, see my website, www.cheniere.org, for my Porthole Briefing (more than 100 slides) and also for the complete Provisional Patent Application I filed on the process.  The Clinton Administration simply did not believe anything was going to hit us, and we bounced at DoD, USAF, the NIH, CDC, everywhere.  No one even checked a single hard science French reference, where the basic methodology had been rigorously established scientifically by eminent scientists in the 1960s and early 1970s.  Not a single scientist even called me to discuss the situation, or came here for a protracted briefing.  Much of the higher group symmetry electrodynamics necessary to implement such development is already sitting on a DoE restricted website, developed by the Alpha Foundation's Institute for Advanced Study (AIAS), directed by Dr. Myron W. Evans.  I am a Fellow Emeritus of that organization as well.  The science used in the Provisional Patent Application is impeccable.

Since we bounced, and it was obvious the Government would not move on that desperately needed development, I then freely gave away to the peoples of the world -- to the public domain -- my PPA.  It is so stated right on my website. If we cannot do anything with it, then perhaps someone else can. It could save untold millions if developed.  Sadly, nothing at all will be done on it until we lose a million or three American lives in our cities (and perhaps many more).

Our crops can be destroyed so easily (and cheaply and safely) by aerial spraying of anti-crop BW agents or from spray vehicles (simple automobiles with a fellow spraying out the window) on the roads that it boggles the imagination.

The anthrax study personnel in our nation were also completely unaware of advanced EM weapons which "spread" the human immune system in the targeted area in advance, causing the immune system to try to prepare for a cocktail mix (say, three dozen) hostile pathogens at once.  This is an outgrowth of the decades-long Soviet induction of cellular diseases in personnel in the U.S. Embassy in Moscow, and we have previously explained that induction of disease and the specific technical mechanism for doing it and for "spreading" the immune systems of the targeted populace.  For the last few years, testing of just such "spreading" of immune systems has been conducted upon the U.S. populace, as we have also previously pointed out.

With clandestinely spread immune systems in the targeted populace, the casualties from a biological warfare attack are multiplied by from 3 to 5 times.  So instead of 1 to 3 million casualties in that single anthrax spray attack in the Government study, the number of casualties could be from 3 to 9 million, conservatively.  Almost all of those stricken persons will die.

That is why we struggled so hard in 1998 to point this out to the NIH, DoD, USAF, and other government agencies, and gave them a solution for the problem of mass casualty treatment, capable of dealing with such numbers with some 70% probably of saving the treated patient (with first generation equipment).  Second generation equipment would boost that figure to 90%.   The rigorous scientific proof of the results of the methodology was done in France in the 1960s and early 1970s, and is fully documented in the hard French medical science literature.  Eminent French scientists worked on the project, which was suppressed when the French Government changed to a leftist government in the mid-70s.

But back to a struck city, now contaminated with, say, anthrax spores.

Now comes the hard part.  How does one decontaminate that city, once it is contaminated en masse with anthrax spores?  If it is NOT decontaminated, the disease will be spread all over the U.S. and will kill many millions more. So the city must be decontaminated, no matter what the costs.

Well, there are some harsh aerial sprays that will indeed kill the anthrax spores, and several other BW agents.  To statistically have a high (99%) probability, the city will have to be aerially sprayed several times.  But each spraying will also kill many of our own people in that city, say, 20,000 for each spraying.  Heartbreakingly, the majority of the deaths will be the very persons one would give one's life to defend and save --- little babies who only have fragile resistance, sick persons, little children, the aged, the infirm, etc.

As a soldier, one has always been faced with such decisions (for the troops) in war.  An Army commander, faced with an overwhelming attack that is breaking through and will destroy his Army, may have to hurl three of his best divisions into the teeth of, say, 15 attacking divisions, to halt the attack temporarily while he pulls back the rest of his forces and support, back to prepared and stronger positions where his Army can then survive.  When he issues the order to those three divisions, he has just sent 60,000 men to their almost certain deaths, and he knows it and they know it.

We have always been faced with such decisions on the battlefield.  Any fool can make a decision when there is a "good" option and a "bad" option.  But it tries the soul  when one must desperately make a decision and there are only two "bad" options, each of which means the deaths of a great many persons.

But now, precisely such terrible decisions are forced in regard to one's civilian population.  It is not an easy decision to make; indeed, it is a desperate decision.  But such things are going to occur in this new "asymmetric" warfare.  A simple example is when we have to decontaminate a major BW strike that has been made on a large city.

This is the kind of war that has been thrust upon us, and that has now been launched.  And make no mistake, it is World War III.  And it will continue for the next half century or longer.

Saddam Hussein's main tactic is pretty simple.  First, he will immediately unleash smallpox etc. in Israel (the Iraqi terrorists and the WMD agents are already there on site and waiting for his order).  That will immediately propel Israel into the war, evoking a great outcry throughout the Arab world.  In the moderate Arab areas, the fanatics will be in the streets in open rebellion.  That is in Iraq, Turkey, Russia, India, Afghanistan, and many other Arab countries.   The intent of Saddam Hussein is to turn this thing into a great Holy Jihad between the Islamic world and the Judeo-Christian world.  It is simply a throwback to the Dark Ages once again.

If Iraq's tactic succeeds (and it probably will, with at least 90% probability), then such a great war will be the result, lasting for half a century or perhaps even a century.

Peace as we have known it will never again be present, for the next century.  From now on, there is only outright war or preparation for resumption of outright war.  The unrelenting target is the civilian populace --- noncombatants, including women, children, babies, the sick and old, etc. The weapons are anything that will kill them efficiently, quickly, and in the greatest numbers possible.  The intent is to kill as many as possible, wherever possible, whenever possible.  Forever.

With conversion to the great Islamic Holy Jihad against the Great Satan (Israel and the United States), I expect to see casualties in our cities not in the hundreds, but in the hundreds of thousands and probably millions.  We shall probably lose more casualties in this war than we have lost in all our previous wars in our history.  And most will be from our civilian populace.

Also, if Saddam Hussein has his wish and delays this present war, we shall pay a far more formidable price. Ever more weapons of mass destruction and ever more terrorist are being steadily introduced into our nation.  None of our borders is secure, and they never will be.  Our ports, harbors, pipelines, refineries, electric power distribution systems, command and control centers, nuclear power plants, and critical installations are nearly sitting ducks.  They are going to be attacked and interdicted.  Remember, the new strategic war is waged right here in our homeland.

As Commander-in-Chief, President Bush has a terrible decision to make.  If he moves now, we will win but we will also likely pay a dear price, where how big a price we pay is determined by our success or lack of it on that part of the war right here in the U.S., in our cities, against our population centers, against our food crops, etc.

If he does not move now, but waits two to three years and then moves, the price will go up at least tenfold and perhaps twenty fold.  In that case, there is a very serious chance that we will lose, and that civilization itself will be economically destroyed.  That is why this thing is accurately characterized as the beginning of the operations phase of World War III.  That is precisely what it is, if one factors in the new asymmetrical warfare.

This is what is now coming upon us with great rapidity.  President Bush has almost certainly chosen to move now, and accept the cost, instead of waiting and paying a far more terrible cost, and possibly losing.

There are other imponderables, such as North Korea.  That is much in the news and will not be covered here.  China, e.g., is going to eventually take Taiwan by force (not if but when).  China has declared the South China Sea as Chinese territorial waters -- some 60% of the oil going to Japan, e.g., passes through that Sea.  China is one of the five nations possessing the most powerful weapons on earth --- far more powerful than nuclear weapons.  China also controls the Panama Canal, and has inserted 200,000 Chinese into Panama.  When the Chinese there outnumber the Panamanians, Panama will become a sort of Province of China.  The Clinton Administration gave China free access to two U.S. ports; China can get just about anything it wishes into the U.S.   That includes (and has included) nuclear weapons, etc.  Our own Chinese population is quietly expanding, particularly in large cities, California, etc.

The Japanese Yakuza and Aum Shinrikyo (now known as Aleph) also acquired unusual and powerful new weapons in 1989, leasing them on site in Russia.  The down payment was $900 million in gold bullion; I do not know what the annual lease is, but  it is probably $1 billion per year.  The Yakuza ripped Japan off for nearly 500 billion dollars, so the Yakuza is flush with funds and thirsting for revenge on the Americans for having humiliated them in WW II.  The weather over our heads has been strongly engineered since 1990 by the Yakuza and Aum Shinrikyo, on site in Russia. I regularly see the specific cloud signatures here in Huntsville, which is one of the turning points where they establish a center of turning of the giant jet streams. 

These weapons are the scalar EM interferometry weapons that then Secretary of Defense William Cohen confirmed publicly in 1997, where he stated (at a conference in Georgia):

"Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves... So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations...It's real, and that's the reason why we have to intensify our efforts, and that's why this is so important."  Secretary of Defense William Cohen at an April 1997 counterterrorism conference sponsored by former Senator Sam Nunn.  Quoted from DoD News Briefing, Secretary of Defense William S. Cohen, Q&A at the Conference on Terrorism, Weapons of Mass Destruction, and U.S. Strategy, University of Georgia, Athens, Apr. 28, 1997.

Sadly, the U.S. news media were so focused on the juicy Clinton-Lewinsky scandal that they did not even report what the Secretary had just confirmed --- the first time a high U.S. Government official had confirmed those weapons I have followed so long. The news media still have not published Cohen's statement, but it is in the official U.S. transcript of the conference and in the Secretary's presentation and response.

A technical explanation of how a scalar interferometer works was outlined by the AIAS in a nice paper, "On Whittaker's Representation of the Electromagnetic Entity in Vacuo, Part V: The Production of Transverse Fields and Energy by Scalar Interferometry," Journal of New Energy, 4(3), Special Issue, Winter 1999, p. 76-78.  I have been following those weapons and their foreign development and testing since 1975, and to some extent since 1964, not long after the first major such weapons deployed were used by Khrushchev to kill the U.S.S. Thresher nuclear submarine in April 1963.  I've also just updated my history and presentation of these weapons, in my book Fer-de-Lance, available from my website www.cheniere.org .

The Yakuza has also transported the Russian scalar EM interferometry technology back to Japan, and they have built their own scalar interferometry weapons development and production facilities there.  These are not under Japanese government control, but under the direct control of the Yakuza.  They developed smaller, more portable types of such weapons, which will be very useful in the hands of Yakuza terrorist teams already in this country, to knock out the controls of nuclear power plants, knock out communications facilities, down civilian airliners by knocking out their electrical systems, and destroy electrical power distribution systems, power plant controls, etc. One can only assume that some of those weapons --- along with Yakuza teams to operate them --- are already inserted in the United States (and other nations in Western Europe). Certainly they have been developed by the Yakuza, which has been using the larger strategic scalar interferometers for 13 years.

So we are in for a very hard struggle, and possibly for some frightful casualties and disasters on a scale previously unthinkable.

Anyway, as an old soldier and professional threat analyst, that's what is now coming down upon us, and that is the kind of thing we are in for.

I firmly believe we shall win, and we must win, with the grace of God.

But the world did change forever on 9/11, and not just in the United States.  Sadly, we shall likely never again see in our lifetime and the lifetimes of our children, that heartening and beautiful thing formerly known as peace.  Those who wish to dominate the peoples of the earth, and murder civilians including women and children in all the Western world's population centers, have unleashed this thing upon us that begins to more and more take on the characteristics of Armageddon.
