I really don't know that much about HAARP, except that it was originally started to trigger ionization discharges down onto incoming missiles etc. --- apparently from the "Eastlund" patents, if I have the name correct.

 

There is a possible relation with the barium dust and aluminum dust in the chemtrails.  One correspondent who is pretty knowledgeable of barium, states that barium particles sprayed into the air, in even minute quantities, greatly increases the radar visibility and radar performance.
