The (Non)Sense of Congress Resolution
Expressing the sense of Congress with respect to the threat to the security of American citizens and the United States Government posed by armed militia and other paramilitary groups and organizations.
The armed militia poses no threat to the security of American citizens, since militias ARE American citizens who are understandably outraged at the abuses caused by the inability of our so-called Representatives to understand the principles upon which this country was founded.
IN THE HOUSE OF REPRESENTATIVES August 1, 1996
A group of people who have obviously never read the Declaration of Independence, the Constitution, the Bill of Rights, the Federalist Papers or any other of the documents that led to the founding of this country got together and wigged out at the very idea that ordinary citizens might just decide to alter their government (or the people in the government) because these "Representatives" decided over a period time to sell the rights of all American citizens to the highest bidder in various attempts to get themselves elected and re-elected to these offices of honor, trust and profit. These people are listed below:
Ms. JACKSON-LEE of Texas (for herself, Mr. CONYERS, Ms. NORTON, Mr. FRAZER, Mr. FLAKE, Mrs. LOWEY, Mr. RANGEL, Mr. HASTINGS of Florida, Ms. MILLENDER-MCDONALD, Ms. DELAURO, Mr. CLYBURN, Mr. HILLIARD, Mr. WYNN, Mr. LEWIS of Georgia, Mr. PAYNE of New Jersey, Mrs. CLAYTON, Mr. OWENS, Mr. FIELDS of Louisiana, Mr. CUMMINGS, Miss COLLINS of Michigan, Mr. SCHUMER, Mr. SCOTT, Mr.PASTOR, Mrs. MEEK of Florida, Ms. BROWN of Florida, Ms. MCKINNEY, Mr. FOGLIETTA, Mr. RICHARDSON, Mr. COLEMAN, Ms. EDDIE BERNICE JOHNSON of Texas, Mr. JACKSON of Illinois, Mrs. COLLINS of Illinois, Mr. ENGEL, Mrs. SCHROEDER, Mrs. MALONEY, Ms. VELAZQUEZ, Mr. GUTIERREZ, Mr. CARDIN, Mr. SERRANO, Mr. BECERRA, Mr. GIBBONS, Mr. NADLER, Mr. KENNEDY of Rhode Island, Mr. CLAY, and Ms. LOFGREN) submitted the following concurrent resolution; which was referred to the Committee on the Judiciary CONCURRENT RESOLUTION Expressing the sense of Congress with respect to the threat to the security of American citizens and the United States Government posed by armed militia and other paramilitary groups and organizations.
Apparently those listed above feel threatened by the rise of constitutional militias. And so they should. Their very positions are threatened by the increasingly vocal displeasure they hear from the citizens they supposedly represent. These are the "Representatives" who would have us disarmed. These are the "Representatives" who callously and illegally allowed federal agents to go unpunished after they had murdered men, women and children in Ruby Ridge and Waco and, as an additional slap in the face of the American people, allowed the promotion of these same murderers. These are the "Representatives" who refuse to read our petitions for Redress of Grievances against these abuses. These are the "Representatives" who pass unconstitutional laws allowing "law enforcement" agencies to steal our property for their own profit through the legal fiction of civil assest forfeiture. These are the "Representatives" who pass unconstitutional laws ostensibly "to fight terrorism" but in reality to install a police state upon our shores.
Whereas the Government of the United States and its agencies are democratic institutions, created by and for the people of the United States;
Whereas the level of education of these "Representatives" is so low that they are not even aware that the United States is a Republic, with our government run by representation, and not a democracy, which is direct participation by every citizen; this Republic created by the people and for the people and NOT for the profit of a group of ill-read and ill-bred so-called Representatives;
Whereas the various agencies of the United States Government derive their purpose and their character from the expressed will of the American people, and may be altered from time to time by peaceful means;
Whereas the Government of the United States is limited by the Constitution to the powers listed therein and limited even further by the Bill of Rights, without the promise of which the people would not have ratified the Constitution in the first place, and whereas there are many unconstitutional agencies masquarding as legitimate functionaires of this government, which may be altered from time to time however we the people think best to accomplish it;
Whereas 168 American men, women and children were killed in the terrorist bombing of the Alfred P. Murrah Federal Building in April 1995;
Whereas we still haven't heard why the BATF were not in the building that day and whereas a judge was warned ahead of time not to go to his office in the Murrah Building and whereas the government insisted on tearing down the building in unseemly and illogical haste;
Whereas Federal law enforcement officials were threatened and held at bay for 81 days in a Montana town by a group of so-called `Freemen' while trying to exercise their duty to uphold the law, at a cost of millions of dollars to American taxpayers;
Whereas Federal law enforcement officials were intelligent enough not to burn out the Freeman and repeat their mistakes and murders, while trying to exercise their duty to NOT KILL AMERICAN CITIZENS, at a cost of millions of dollars to American taxpayers by a profligate government that thinks nothing of spending tax money on ridiculous efforts to arrest citizens who could have been arrested with ease by the local sheriff;
Whereas various spokespersons for self-described militia and paramilitary organizations and groups have repeatedly denounced the legitimacy of the United States Government;
Whereas various spokespersons for constitutional militia and paramilitary organizations and groups have repeatedly denounced the traitorous and treasonous laws being passed by "Representatives," and unconstitutional "executive orders" issued by Presidents who think they can be dictators, and unconsitutional judicial rulings, although these militias and other groups hold the United States Government, as expressed within the boundaries of the Constitution and the Bill of Rights, to be the very best in the world;
Whereas several members of an Arizona militia group were recently arrested in possession of heavy armaments, deadly bombs and explosive devices, and charged with conspiring to use explosives to destroy buildings housing Federal agencies;
Whereas several members of an Arizona bike club were arrested (and turned lose by the judge due to lack of evidence) in another show trial in order for the propaganda wing of the government known as "the media" to have a circus and in order to scare thoughtless and uneducated citizens into thinking they needed protection from aforesaid groups when the only thing they need protection against is the unconstitutional behavior of those individuals currently holding offices of honor, trust and profit in the federal government;
Whereas experts have estimated that extremist anti-Government militia groups and organizations in the United States may number as many as 800, existing in more than 40 States;
Whereas it is becoming obvious that the only information that these "Representatives" are willing to pay attention to are the self-serving and malicious lies of the Anti-American Defamation League and the Southern Incredibly Rich Legal Fiction Center and its leader Morris Dees, so-called "experts" on militias and whereas these "Representatives" are unwilling to listen to citizens themselves in the form of our testimony in their hearings, our letters, our phone calls, our faxes, these citizens, realizing that they have been locked out of the political process, are forming constitutional militias in order to defend ourselves and our Free states against blatant attacks by federal agencies acting under color of law, i.e., illegally;
Whereas the democratic institutions of the United States and the American people are protected from both foreign and domestic enemies by a well trained military and multiple layers of legitimate State and local police organizations; and
Whereas the Second Article of the Bill of Rights states, "A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear arms, shall not be infringed," and whereas American citizens are realizing that our country is under attack by domestic enemies, known as "Representatives" and others in the federal government who are stealing our money in a multitude of ways, sent our army overseas in unconstitutional wars known as "peacekeeping" efforts under the command of foreign governments, murdered American citizens and are likely to do so again, we the people will defend our own republican institutions of the United States from all enemies foreign and domestic.
Whereas the actions of some militia and paramilitary groups and organizations specifically promoting violence constitute a grave danger to American citizens and the institutions of American democracy, and threaten the very foundation of freedom and democracy in America: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that--
Whereas no one has specifically promoted violence more than our "Representatives" by passing unconstitutional "terrorism" laws and by refusing to punish attacks upon the lives and property of American citizens and have thus constituted a grave danger to American citizens and the institutions of American republican representative government, and threaten the very foundation of freedom in America by violating the Bill of Rights, for which our forefathers fought and died on these shores: Now, therefore be it Resolved by American Citizens that it is our sense that--
(1) armed conspiracies against the Government of the United States or any of its agencies and personnel should be aggressively identified, dissolved, and their perpetrators brought to justice by the federal authorities of law enforcement with the greatest dispatch possible;
(1) No matter what (non)sense Congress comes up with, that we stand steadfast in our right to alter our government should the long train of abuses by those in power make it necessary. We must resolve to vote this current batch of ruthless profit-seeking "Representatives" out of office, especially those who brazenly listed their names above. We must resolve that we will NOT allow a repressive police state reminiscent of Nazi Germany (and being shaped into being in much the same way) to form here, in the land of the free, for which we will fight as our forefathers fought and died;
(2) the illegal possession of firearms, explosives, or any substances or devices of destruction by any individual or group should be prosecuted to the full extent of all applicable laws by the Department of Justice; and
(2) to repeal of all unconstitutional laws regulating the use of firearms whatsoever, except when used in crimes, as per the Constitutional and Article 2 of the Bill of Rights, and that further, from now on, all laws to be passed by this and any other Congress MUST be prefaced as to the legitimacy of that law with a cogent Constitutional explanation;
(3) those legally possessing firearms, explosives, or any substance or device of destruction, and involved in any conspiracy to harm or destroy any agency or property of the United States Government, or any official of the United States Government, or any person, should be promptly prosecuted to the full extent of all applicable laws by the Department of Justice, including those designed to protect the United States Government against treason and subversion.
(3) It being obvious who our domestic enemies are and that they are not going to mend their ways without a political fight and a probable war of oppression upon the citizens, we resolve to stand firm and fight these domestic enemies to a standstill. Otherwise, all American citizens who dissent from the oppressive rule these traitors in Congress are suggesting in this (NON)Sense of Congress Resoultion, will be punished as severely as these "Representatives" can devise. We already have the laws designed to protect American citizens from our enemies against this treason to and subversion of our Bill of Rights and now is the time to use them. These "Representatives" should be voted out of office, recalled, impeached. Use the soapbox, the ballot box, the jury box, and by God, if we have to, the cartridge box. Be it resolved that we do not refuse to do our parts in this coming struggle for the future of the United States, and that we fight to win with as much courage and heart as our forefathers. God Bless us all and may it be His will that we prevail.
