Let's get into 911.

In The Perspective Of The Average Wal-Mart Shopper

Sometime in 2002 I spoke at great length with the owner of a bookstore about my suspicions about 911. She listened for quite some time, taking in as much of my gushing compilation of anomalies and questionable oddities surrounding the official story about what happened to America on 911. Finally, she looked at me with keen eyes and said, "Elias, I do believe you may be onto something profound, but tell me - how are we going to bring this to the attention of the average Wal-Mart shopper?"

That question by an elderly native Montanan has been a ringing challenge in my soul ever since. Having thus far requested the Committee to wade through many fields of far-fetched history, it is now time to harvest what was planted in so many previous letters to the Committee, and to do that I intend to speak in the common language of the "average Wal-Mart shopper", the average American and the average Montanan. Now let us see what may be woven from the many warp/woof junctures of the fabric of those suppressed items of history which have brought us to this point.

On December 04, 2001, President George Walker Bush addressed a responsive gathering in Orlando, Florida. The following was taken from the White House website. It is an excerpt taken from near the end of the transcribed speech and the Q&A session afterward, wherein members of the audience were allowed to field questions or comments to the President. And my Chief of Staff, Andy Card -- actually, I was in a classroom talking about a reading program that works. I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on. And I used to fly, myself, and I said, well, there's one terrible pilot. I said, it must have been a horrible accident.

“But I was whisked off there, I didn't have much time to think about it. And I was sitting in the classroom, and Andy Card, my Chief of Staff, who is sitting over here, walked in and said, "A second plane has hit the tower, America is under attack."

“And, Jordan, I wasn't sure what to think at first. You know, I grew up in a period of time where the idea of America being under attack never entered my mind -- just like your Daddy's and Mother's mind probably. And I started thinking hard in that very brief period of time about what it meant to be under attack. I knew that when I got all of the facts that we were under attack, there would be hell to pay for attacking America.”

THE PRESIDENT: “Yes. Well, I was sitting in a schoolhouse in Florida. I had gone down to tell my little brother what to do, and -- just kidding, Jeb. (Laughter.) And -- it's the mother in me. (Laughter.) Anyway, I was in the midst of learning about a reading program that works. I'm a big believer in basic education, and it starts with making sure every child learns to read. And therefore, we need to focus on the science of reading, not what may feel good or sound good when it comes to teaching children to read. (Applause.) I'm just getting a plug in for my reading initiative.

“Anyway, I was sitting there, and my Chief of Staff -- well, first of all, when we walked into the classroom, I had seen this plane fly into the first building. There was a TV set on. And you know, I thought it was pilot error and I was amazed that anybody could make such a terrible mistake. And something was wrong with the plane, or -- anyway, I'm sitting there, listening to the briefing, and Andy Card came and said, "America is under attack."

“And in the meantime, this teacher was going on about the curriculum, and I was thinking about what it meant for America to be under attack. It was an amazing thought. But I made up my mind that if America was under attack, we'd get them. (Applause.) I wasn't interested in lawyers, I wasn't interested in a bunch of debate. I was interested in finding out who did it and bringing them to justice. I also knew that they would try to hide, and anybody who provided haven, help, food, would be held accountable by the United States of America. (Applause.)

There is something very important in Bush's candid banter as he recalls his moments of the morning of 911 in those two transcriptions. The President said, twice, to two different audiences in two different states on two different days – that he had seen, on TV, the first plane hit the first tower.

Bush 43 either did see that first plane hit the first tower of the World Trade Center, on TV, as he says; or Bush 43 did not see that first plane hit the first tower of the World Trade Center, on TV – before going into the classroom at the Emma E. Booker Elementary School in Sarasota, Florida.

He says he did see the first plane hit the first tower.

But of course he could not have seen that first plane hit the first tower, on TV, before entering the classroom.

If he did not see the first plane hit the first tower, on TV, then he has told the same lie twice in public meetings, which would make of the President a liar. Although George Walker Bush is not above lying to the American people, I do not think George Walker Bush was lying about that. I think he really did see that first plane hit the first tower of the World Trade Center - on TV.

What is interesting about this is the unheralded fact that the first plane which hit the first tower was not shown on TV that morning. It was shown many hours later, hours after President Bush entered the classroom that morning.

This anomaly poses the question – if Bush 43 is telling the truth in those two public speeches, how could he have seen that plane hit the first tower on TV before he went into that classroom? As Anthony Hilder puts it, [my paraphrasing], “It was not on CBS. It was not on CNN. It was not on ABC. It was not on NBC. It was not on FOX. It had to be on C-I-A.”

I had wondered about this question for quite some time, trying to figure out why Bush was lying. I knew he could not have seen that first plane hit the first tower of the WTC that morning, certainly not before he entered the classroom. But when I read Michael C. Ruppert's Crossing The Rubicon: The Decline of the American Empire at the End of the Age of Oil, the solution to my question dawned upon me with a burst like thunder. Here is why this is a very important piece of the 911 puzzle.

I think that Bush 43 did indeed see that first flight, the alleged Flight 11, hit the North Tower of the WTC that morning, on TV, in real time, before he went into the classroom to have a reading session with the students, just as Mr. Bush has said. When Andrew Card entered the room, approached Bush 43 and whispered in his ear to say that a second plane had hit the second tower, that was Bush's news that, by that point in time, two planes had by then hit the two WTC towers. Bush already knew that the first plane had hit, and has said twice that he saw that on TV before he entered the classroom – at a time in which that first plane's impact with the first tower was not, and had not been, being broadcast over any commercial television network.

The only known film of that first plane hitting the first tower was shot from the street far below where two French journalists, the Naudet brothers, were filming a now-famous live interview with some Fire Department of New York firemen. They were in New York City doing a documentary on the FDNY. They were outdoors, standing in the street, interviewing a FDNY fireman. Hearing a loud low-flying airplane overhead, their cameraman raised his camera as the plane roared overhead and he held the plane in his camera's viewfinder as it crashed into the North Tower. He actually filmed the first flight hitting the first tower. It is the only known footage shot of the first plane hitting the first tower.

At the time Bush claims he actually saw that first plane hit the first tower, on TV, as he has twice said he did, the only known imagery of that event was still in a camera, down on the streets of New York City, and was not in the hands of any TV network. No one got to see that first plane hit the first tower, on TV, until much later, after the Naudet brothers furnished their film to the media. That is undebatable historic fact.

That was well after the four alleged hijackings had terminated. And it was well after Bush went into that classroom to read with children about a goat.

So we have had good reason to think that we know that Bush 43 did not see the Naudet brothers' film of the first plane hitting the first tower, the only known footage in existence, on TV, that morning before he went into the classroom. It was simply impossible - it was not broadcast on public TV prior to Bush's entry into that classroom. But I must repeat: the man has said twice, in public, that he did see that first plane hit the first tower - on TV - before going into the classroom. Was Bush 43 lying? Or is there another explanation which has been withheld from the American public? If there is another explanation which would show that Bush 43 did not lie to the audiences in Orlando, Florida, and Ontario, California, and that explanation has been withheld from the American people, we must ask why that explanation has been withheld.

Playing Games With The Nation

Now of course we know that there is another explanation, and we can thank Michael C. Ruppert for furnishing to us that explanation. The beginnings of that explanation trace back to May 08, 2001, about four months before 911. From a White House press release issued and published that day we learn that on that day George Walker Bush issued a statement in which he assigned over-all responsibility for the nation's “consequence management exercises” to his Vice President, the honorable Richard (Dick) Cheney. Let's look at that press release now:

This office will be responsible for implementing the results of those parts of the national effort overseen by Vice President Cheney that deal with consequence management. Specifically it will coordinate all federal programs dealing with weapons of mass destruction consequence management within the Departments of Defense, Health and Human Services, Justice, and Energy, the Environmental Protection Agency, and other federal agencies..."

When George Walker Bush placed Cheney in charge of “weapons of mass destruction consequence management”, he listed several agencies and then he added the phrase “and other federal agencies” to his public press release statement. Was he including the Secret Service under the Vice President's command? The FAA? NORAD? The CIA? The DIA? The NRO? The NSA? How many “other” agencies?

What we now know is that Vice President Cheney was, by Presidential order, in full authority over any and all government agencies and related NGOs and State agencies such as the Port Authority of New York and New Jersey in any activity involving “wmd consequence management”, including military and Intelligence-community “exercises”. In the months after May 08, 2001, Vice President Cheney was personally in charge of a number of consequence management exercises, including a number of military-FAA-NORAD “war-game drills”.

A “war-game drill” which is constructed to practice government response in situations which involve deployed weapons of mass destruction would be conducted from a central command, control, and communications “bunker”, such as the bunker under the White House – or, such as the bunker on the 23rd floor of WTC-7 (World Trade Center building number 7).

Command, control, and communications bunkers used by government agencies such as NORAD, or the Pentagon, or the US Air Force, or the FAA, rely heavily upon the communications capabilities of their respective bunkers. For example, if a particular war-game drill involved “live-fly” aircraft and U.S. military response fighter aircraft – and if that war-game drill involved a hijacking of one or more airliners – then the command, control, and communications bunker would need “real-time” communication-sharing with the FAA, NORAD, the Air Force and the Pentagon, plus others, and would include and interface with whichever Intelligence departments were involved.

They would need this capability of real time communications to oversee the exercise. All agency-heads and military brass whose units would be involved in the war-game drill would have a specific need to be “in the loop” during the unfolding of the exercise, because this sort of exercise would be very dangerous. There are always risks involved in the execution of any "live-fly" war-game drill. Numerous military men have been accidentally killed during war-game drills. Sometimes planes or helicopters collide or crash. The civilian population is also at risk whenever a war-game drill is being conducted over American cities and soil. The tightest controls are necessary.

Here is one example which shows why communications are so essential that the word “communications” is included in the commonly-used phrase “command, control, and communications”: On the morning of 911, a number of war-game drills were in progress. At least one of those drills involved the simulated hijacking of airliners. Part of the purpose of that drill was to test the FAA's and NORAD's ability to respond to hijackings. Another part of that war-game drill would be to “manage” the “consequences” of such an event. The FAA and NORAD would of necessity have high-ranking officials and military brass present for decision-making authority, direction, and oversight as each war-game drill progressed. Each of these agencies, in addition to all other involved agencies, would require instant communications between the command, control, and communications bunker headquarters and their respective agencies and/or branches. For example, the FAA would need to be able to talk with NORAD, the Air Force, the Pentagon, and other departments and agencies in real time, just as would every other participating agency and branch involved in the consequent management drills.

The FAA is one of NORAD's initial sources because normally it is likely that the FAA would or could be the first to detect a transponder being turned off inside an in-flight commercial airliner. The FAA would likely be the first to note on its radar screens that a flight had gone off-course. The FAA would likely be the first to know when communications with an aircraft were terminated without FAA authority.

The FAA would at such times immediately notify appropriate government and civilian entities with the information and continue to produce updates of same. Transmission of such information of course requires - demands - real time communication capabilities.

Plans and procedures exist as standard operational procedures. FAA personnel are trained rigorously in how to conduct FAA policy in the event of a wayward, off-course commercial airliner. This is especially the case if the plane appears to be a hijacking target. What to do in such situations is all written down in their manuals and it is studiously absorbed by responsible figures in the hierarchy of the FAA. Those standard operational procedures, for example, were carried out by the FAA more than sixty times in the year prior to 911. Actually, the total was 67 times (AP, 8/13/02). Every time, the procedure is the same. If a transponder fails or is turned off; if voice contact with the cockpit is broken; and if the plane veers off-course – the FAA automatically goes into standard operational procedures. This does not vary, and has not varied, except for the morning of 911 when the entire system failed four times in direct contrast to sixty-seven successful procedures in the year prior to 911. In all previous sixty-seven "scrambles" in response to aberrations in flight anomalies of commercial and private airplanes, the response time averaged less than twenty minutes between the initial orders to scramble and the actual placing of jet fighter planes alongside the errant aircraft. On 911, this system failed miserably four times in a row.

For “real time” communications on the morning of 911 the Secret Service and the CIA were using a software program to which Michael C. Ruppert has pointed – PROMIS software. A good nutshell history of the story of PROMIS software is contained in Ruppert's book, Crossing The Rubicon, so I won't go into it here other than to say that the CIA has long used that software to track and monitor stock market activity in real time, among many other usages, and on the morning of 911 the software played an integral role in an insidious war-game - a war-game which involved the over-riding of FAA and NORAD radar screens. This was done for various purposes, but one of those purposes was to enable the on-going war-game drills to insert “fake hijacking blips” onto the radar screens of the FAA and NORAD.

Let us pause to reflect upon that. They were actually doing this. They were actually inserting fake hijacking blips onto the radar screens of the FAA and NORAD on the morning of 911. Why do the American people by and large not know about that? The government has been very quiet about that fact. The media, aside from a few initial articles, has been very quiet about that fact. Rush Limbaugh has been very quiet about that fact. Even the renegade Michael Savage, who puts forth a convincing facade on his radio talk show, somehow seems to have failed to do his homework on that fact. Glenn Beck has been very quiet about this. Outside the 911-Truth movement, no one seems interested in the singularly most important facilitator of the success of three out of four hostile hijackings on the morning of 911.

Depending on where each person worked that morning, an FAA or NORAD official or employee would be seeing on his radar screen between eleven and twenty-two “hijackings” in progress at the very same time that the four alleged hijackings by al Qaeda were taking place. That is one of the most crucial, and perhaps one of the most damning, pieces of the 911 puzzle; and hardly anyone wants to talk about it.

Most Americans do not know about the fake hijacking blips which were being inserted onto the radar screens of the FAA's air-traffic controllers on the morning of 911. The information regarding those fake hijack blips being inserted onto the FAA's radar screens that morning has been held close to the vest by the main-stream media and the White House and the Pentagon - and by Dick Cheney, who was the final authority in charge of those “injects”. (They are also referred to as "inserts".)

If there were a minimum of eleven “hijackings” happening on the morning of 911, the FAA and NORAD would have quite a problem, owing to another of that morning's war-game drills. We must understand that operation Vigilant Guardian, which was another of Dick Cheney's war-game drills ongoing that morning, had removed from the east coast sector all but a very few fighter jets which would have been scrambled to intercept the hijackings. The reality is that there were not enough available fighter jets to scramble for each of the eleven or more “hijackings”, since most of our defense fighter jets had already been moved to Alaska and northern Canada, and elsewhere, as part of the Vigilant Guardian operation.

That is very serious, indeed. Now we can see that the NEADS (northeast air defense system) had been stripped of its fighter jets by design, excepting about 10 or 12, and perhaps even less, fighter jets. Since part of the FAA's and NORAD's standard operational procedures include scrambling jet fighters to intercept a hijacked commercial aircraft, and since there appeared on radar screens at FAA and NORAD more hijackings in progress than there were fighter jets available to send in response, it becomes clear that the fake hijack blips of the on-going war-game drills were a major contributing factor in the strikes of 911. We could, and I do, state at this point that those fake hijack blips greatly assisted the mastermind behind the planning of 911. We may state in other words that those fake hijack blips were provided by elements within the U.S. government, which shows definitely that, whether deliberately or not, certain elements within the U.S. government actually were involved in an activity which, in reality, furnished the alleged hijackings a "success factor". This is now irrefutable.

The horror of the knowledge of that situation as being the actual reality on the morning of 911 is that the man in charge of those war-game drills, Vice President Dick Cheney, has not said one word about it. To my knowledge, neither has the man who placed Cheney in charge of those “drills”, the current President, George Walker Bush. Neither, in any meaningful way, has the major media. Yet the facts are available, even to a simple little citizen like myself. We're going to look more closely into the phenomenon of war-game drills and how they facilitated the “success rate” of the alleged hijackings on the morning of 911, but first, let's sum up the details regarding President Bush's visual experience on TV before entering the Emma Booker school on the morning of 911.

Bush 43 did indeed see, on a TV screen, the first plane hit the first tower prior to his entry into the classroom that morning. He saw it on closed-circuit TV being provided by the Secret Service and the CIA, in real time, from whatever command, control, and communications bunker(s) they were using that morning to monitor and control the on-going war-game drills. However, there is more to it.

One or more of their cameras was obviously trained on the North Tower of the WTC, and it was that camera which broadcast, in real time, the first plane hitting the first tower, as President Bush saw it in Florida. Unless a camera had been trained upon the north tower of the WTC at exactly the time the plane flew into it, the President could not have seen the first plane hit the first tower "on TV". To have caught on camera the plane diving into the tower, the camera must have been pre-positioned with its focus directed upon the tower itself. That is what made it possible for our President to see that first plane hit the first tower before he went into that classroom with those children to read about a goat.

Here is an excellent question which we must now ask: "Why" did the Secret Service/CIA have at least one camera trained on the North Tower of the WTC that morning while practicing their war-game drills?

And another: Why did the Kean 911 Commission overlook or disregard this amazing anomaly?

Something else about which we must query is whether President Bush was, at least partially, “in the loop” as far as his receiving that broadcast might indicate, for he has twice publicly said he saw it before he entered that classroom. One must ask – why would President Bush be tuned to a secure, secret, CIA/Secret Service closed-circuit broadcast of events relating to the on-going war-game drills, while he was far away in Florida preparing to make a political appearance at a grade-school?

Another question is: If he was “plugged in” to the Secret Service/CIA broadcast of the war-game drills, which he had to be, owing to his statements that he did see the first plane hit the first tower - on TV - are we supposed to then assume that he was not aware that one of those war-game drills involved the training scenario in which a commercial airliner would be driven into a tall building, and that another of those war-game drills involved the training scenario of a plane striking the Pentagon? And if he was aware that one of the war-game drills included the scenario of a commercial airliner being driven into a building, and that another training scenario related to the war-game drills involved a plane striking the Pentagon, then how could he tell this nation that nobody in his Administration had any reason to think that planes could be hijacked and driven into buildings?

We all remember Condoleezza Rice's amazing performance on national TV, saying that nobody had any reason to think airplanes could be used as missiles. We remember Senator Trent Lott's statement which reiterated Ms Rice's remarks. Americans were led to believe, by a number of Bush 43 Administration members, that no one in the Bush 43 Administration had any idea that airplanes could be hijacked and used as “missiles” to be driven into buildings. Yet the Vice President was conducting on that morning war-game drills based on just those scenarios.

The fact that Bush 43 did see the secret broadcast, in real time, indicates his interest in the war-game drills, does it not? That suggests that he was at least aware that the war-game drills were happening that morning, does it not? And if he knew the war-game drills were happening that morning, and even had his private “TV” screen tuned to the secret broadcast, am I to believe somehow that Dick Cheney had not given Bush 43 some sort of basic briefing, beforehand, on what the war-game drills were to do that morning? Would Dick Cheney have overlooked briefing the national security adviser, Condoleezza Rice, about such significant war-games? Would he dare operate war-game drills without notifying the national security adviser? Would he dare operate war-game drills over U.S. cities without fully informing the nation's Commander In Chief? These questions demand answers which have never been furnished by Cheney and Bush.

Considering such questions, I have every reason to think that the closed circuit TV was being broadcast to Bush's entourage in Florida with the same software program (PROMIS software) which was being used to insert/inject the fake hijack blips onto the FAA's and NORAD's radar screens - in real time. And I think that the Bush caravan in Florida that morning was receiving the SS/CIA broadcast. It is the only way Bush 43 could have seen the first plane hitting the first tower – on TV. And I am supposing at this time that Cheney had indeed briefed Bush 43 about the nature of the various war-game drills. Of course, I may be wrong in assuming that the Vice President had briefed the President about the war-game drills, but if I am wrong about that, then this important question remains unanswered: Why else - for what other reason - would Bush be monitoring the Secret Service/CIA communications system which was covering the war-game drills while he was preparing to enter a classroom in Florida? If he had not been briefed about the war-game drills, how would he have known to tune his "TV" to the Secret Service/CIA broadcast?

And yet another question rears its ugly head - If Cheney had not advised Condoleezza Rice or President Bush about the war-game drills which he had authorized over U.S. cities the morning of 911, what possible reason could Cheney have held in his mind which would cause him to leave the National Security Adviser and the President of the United States un-informed about those war-game drills?

I prefer to think Bush 43 did know about the on-going war-game drills on the morning of 911, but it is also possible that Bush may not have been given all the juicy details about the exercises. One point of interest on that subject has to do with his faithful and dutiful execution of his office as President, for, after all, he is the Commander In Chief. It was George Walker Bush, acting in his official capacity as the U.S. President, who placed Dick Cheney in charge of those war-game drills, back on May 08, 2001.

One point which I need to make very clear at this time is that I do not have any reason to believe that President George Walker Bush, prior to re-boarding Air Force One and flying out of Florida that day, was “in the loop” with any conspirators who may have conspired to organize and arrange the events of 911 to facilitate the attacks of that morning. To clarify, I state that I do not think that President Bush knew, exactly and in complete detail, the specifics of the plans of the attack My intuition suggests to me that Bush 43 is not keen-witted enough to have been entrusted with the knowledge of all the gory details of the plan. Proof which supports that observation is in the fact that Bush has made two public statements about what he saw on TV before entering the classroom that morning. The man seldom knows when to keep his mouth shut, and in this classic example he has given me a perfect opening to introduce the fact that the U.S. government under Dick Cheney's authority was playing a number of war-game drills which effectively enabled three of four hijacked commercial airliners to be driven into very sensitive targets on the morning of 911. The brighter brain in the White House does not share that character flaw, as evidenced by the fact that Dick Cheney has never mentioned to the American people his role in those war-game drills on the morning of 911.

While it is likely that President Bush was aware before-hand that something was going to happen, I truly doubt that he fully understood the magnitude of what that “something” was to be. I don't think that the conspirators who orchestrated the attacks would have felt Bush 43 was sharp enough to be trusted with the information before-hand. Further, it now appears to me that Bush 43 was not in "need-to-know" status - the planners of the attacks would gain nothing by placing Bush 43 in the loop, and would have tighter control if they kept Bush 43 outside the loop, regarding their enterprise. Such a concept, by the way, could go far in explaining the priceless expression on Bush's face as he continued to sit in that Florida classroom with school kids reading about a damned goat after Andrew Card had told him that a second plane had struck the WTC and that America was “under attack”.

Let us now look at some information regarding the war-game drills of 911. From a press release by NORAD two days prior to 911 we learned of the war-game drill which moved so many jet fighters from the NEADS (Northeast Air Defense Sector) to positions far away in Canada and Alaska:

“NORAD is the eyes and ears of North America and it is our mission to ensure that our air sovereignty is maintained,” said Lieutenant-General Ken Pennie, Deputy Commander-in-Chief of NORAD. “Although it is highly unlikely that Russian aircraft would purposely violate Canadian or American airspace, our mission of vigilance must be sustained.”

NORAD-allocated forces will remain in place until the end of the Russian exercise.

NORAD conducted operation Northern Denial from December 1 to 14, 2000 in response to a similar, but smaller scale, Russian deployment of long-range bombers at northern Russian air bases. NORAD-allocated forces were deployed to three FOLS, two in Alaska and one in Canada. More than 350 American and Canadian military men and women were in involved in the deployment.

According to USA Today, "In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conduct[s] exercises simulating what the White House [later] says was unimaginable at the time: hijacked airliners used as weapons to crash into targets and cause mass casualties." One of these imagined targets is the World Trade Center. According to NORAD, these scenarios are regional drills, rather than regularly scheduled continent-wide exercises. They utilize "numerous types of civilian and military aircraft" as mock hijacked aircraft, and test "track detection and identification; scramble and interception; hijack procedures; internal and external agency coordination; and operational security and communications security procedures." The main difference between these drills and the 9/11 attacks is that the planes in the drills are coming from another country, rather than from within the US. Before 9/11, NORAD reportedly conducts four major exercises at headquarters level per year. Most of them are said to include a hijack scenario. [USA Today, 4/18/04; CNN, 4/19/04]

The Joint Chiefs of Staff holds a large, worldwide exercise called Positive Force, which focuses on the Defense Department's ability to conduct large-scale military operations and coordinate these operations. [CJCSI, 8/14/00] The 2001 Positive Force exercise is a "continuity of operations exercise", meaning it deals with government contingency plans to keep working in the event of an attack on the US. [Guardian, 4/15/04] [EA note: This is directly related to Continuity of Government policy as discussed in a previous letter to the Committee.] Over a dozen government agencies, including NORAD, are invited to participate. The exercise prepares them for various scenarios, including non-combatant evacuation operations, cyber attacks, rail disruption, and power outages. [Provider Update, 10/01; GlobalSecurity [.org], 6/09/02] Apparently, one of the scenarios that was considered for this exercise involved "a terrorist group hijack[ing] a commercial airliner and fly[ing] it into the Pentagon. But the proposed scenario, thought up by a group of Special Operations personnel trained to think like terrorists, was rejected. Joint Staff action officers and White House officials said the additional scenario is either "too unrealistic" or too disconnected to the original intent of the exercise. The Tri-Service DiLorenzo Health Care Clinic and the Air Force Flight Medicine Clinic, both housed within the Pentagon, train for a scenario involving a hijacked 757 airliner being crashed into the Pentagon. It is reported that the purpose of the training is "to fine-tune their emergency preparedness." [US Medicine, 10/01]

A mass casualty exercise, involving a practice evacuation, is held at the Pentagon. General Lance Lord of US Air Force Space Command, one of the participants in the exercises, later recalls: "[It was] purely a coincidence, the scenario for that exercise included a plane hitting the building." Lord will also say that on 9/11, "our assembly points were fresh in our minds" thanks to this practice. [Air Force Space Command News Service, 9/5/02]

Sergeant Matt Rosenberg, an army medic at the Pentagon, is studying "a new medical emergency disaster plan based on the unlikely scenario of an airplane crashing into the place." [Washington Post, 9/16/01] The day before, Rosenberg later recalls in an interview with the Office of Medical History, he called the FBI with questions about who would have medical jurisdiction if such an event were to take place. "Believe it or not, the day prior to the incident, I was just on the phone with the FBI, and we were talking 'so who has command should this happen, who has the medical jurisdiction, who does this, who does that,' and we talked about it and talked about it, and he helped me out a lot. And then the next day, during the incident, I actually found him. He was out there on the incident that day." [Office of Medical History, 9/04, pp 9]

At the time of the first WTC crash, three F-16s assigned to Andrews Air Force Base, ten miles from Washington, are flying an air-to-ground training mission to drop some bombs and hit a refueling tanker, on a range in North Carolina, 207 miles away from their base. However, it is only when they are halfway back to Andrews that lead pilot Major Billy Hutchison is able to talk to the acting supervisor of flying at Andrews, Lt. Col. Phil Thompson, who tells him to return to the base "buster" (as fast as his aircraft will fly). After landing back at Andrews, Hutchison is told to take off immediately, and does so at 10:33 a.m. The other two pilots, Marc Sasseville and Heather Penney, take off from Andrews at 10:42 a.m., after having their planes loaded with 20mm training rounds. These three pilots will therefore not be patrolling the skies above Washington until after about 10:45 a.m. [Aviation Week and Space Technology, 9/9/02; Air War Over America, by Leslie Filson, 1/04, p. 56] F-16s can travel at a maximum speed of 1,500 mph. [Associated Press, 6/16/00] Traveling even at 1,100 mph (the speed NORAD Major General Larry Arnold says two fighters from Massachusetts travel toward Flight 175 [MSNBC, 9/23/01 (C); Slate, 1/16/02] ), at least one of these F-16s could have returned from North Carolina to Washington within ten minutes and started patrolling the skies well before 9:00 a.m.

An "emergency response exercise" is scheduled to take place at 9 a.m. the morning of 9/11, involving the simulated crash of a small corporate jet plane into a government building. The exercise is to be conducted by the National Reconnaissance Office (NRO) in Chantilly, Virginia just four miles from Washington Dulles International Airport, from where Flight 77 took off, and 24 miles from the Pentagon. The NRO draws its personnel from the CIA and the military. The exercise is to involve the jet experiencing mechanical problems then crashing into one of the four towers at the NRO. In order to simulate the damage from the crash, some stairwells and exits are to be closed off, forcing NRO employees to find other ways to evacuate the building. However, according to an agency spokesman, "as soon as the real world events began, we cancelled the exercise." After the attacks, most of the agency's 3,000 staff are supposedly sent home. [National Law Enforcement and Security Institute, 8/6/02; Associated Press, 8/21/02; UPI, 8/22/02]

NORAD Commander Larry Arnold later says that after Flight 175 hits the South Tower, "I thought it might be prudent to pull out of the exercise [presumably Vigilant Guardian], which we did." He says: "As we pulled out of the exercise we were getting calls about United Flight 93 and we were worried about that." Some early accounts say the military receives notification of the possible hijacking of Flight 93 at around 9:16 a.m. [CNN, 9/17/01; 9/11 Commission Report, 5/23/03] However, the 9/11 Commission later claims that the military first receives a call about Flight 93 at 10:07 a.m. [9/11 Commission Report, 6/17/04] Larry Arnold adds, "Then we had another call from Boston Center about a possible hijacking, but that turned out to be the airplane that had already hit the South Tower but we didn't know that at the time." [Air War Over America, by Leslie Filson, 1/04, pp 59]

According to the 9/11 Commission, "During the course of the morning, there were multiple erroneous reports of hijacked aircraft in the system." [9/11 Commission Report, 6/17/04] Around 9:09 a.m., the FAA Command Center reports that 11 aircraft are either not communicating with FAA facilities or flying unexpected routes. [Aviation Week and Space Technology, 6/3/02] NORAD's Major General Larry Arnold claims that during the "four-hour ordeal" of the attacks, a total of 21 planes are identified as possible hijackings. [Air War Over America, by Leslie Filson, 1/04, p. 71; Code One magazine, 1/02] Robert Marr, head of NEADS on 9/11, says, "At one time I was told that across the nation there were some 29 different reports of hijackings." [Newhouse News Service, 3/31/05] It is later claimed that these false reports cause considerable chaos. Larry Arnold says that particularly during the time between the Pentagon being hit at 9:37 and Flight 93 going down at around 10:06, "a number of aircraft are being called possibly hijacked. There was a lot of confusion, as you can imagine." [Air War Over America, by Leslie Filson, 1/04, pp 73] He says, "We were receiving many reports of hijacked aircraft. When we received those calls, we might not know from where the aircraft had departed. We also didn't know the location of the airplane." [Code One magazine, 1/02] According to Robert Marr, "There were a number of false reports out there. What was valid? What was a guess? We just didn't know." [Air War Over America, by Leslie Filson, 1/04, pp 73]

According to former counterterrorism "tsar" Richard Clarke, around this time the acting Chairman of the Joint Chiefs of Staff Richard Myers tells him via video link: "We are in the middle of Vigilant Warrior, a NORAD exercise, but ... Otis [Air National Guard Base] has launched two birds toward New York." [Clarke, 2004, pp 5] However, no other references have been found to this exercise, "Vigilant Warrior." Considering that exercise terms are "normally an unclassified nickname," [CJCSM, 4/23/98] this is perhaps a little odd. Could Richard Clarke have mistakenly been referring to the Vigilant Guardian exercise, which is taking place on 9/11? According to a later news report though, NORAD confirms that "it was running two mock drills on Sept. 11 at various radar sites and Command Centers in the United States and Canada," one of these being Vigilant Guardian. [New Jersey Star-Ledger, 12/5/03] If this is correct then there must be another NORAD exercise on 9/11. If not "Vigilant Warrior", a possibility is that the exercise referred to by Richard Clarke is in fact "Amalgam Warrior", which is a NORAD-sponsored, large-scale, live-fly air defense and air intercept field training exercise. Amalgam Warrior usually involves two or more NORAD regions and is held twice yearly, in the spring for the West Coast and in the autumn for the East Coast. [Airman, 1996; GlobalSecurity [.org], 4/14/02; Committee on Armed Services, 2000; Arkin, 2005, pp 254] Is it possible that in 2001 the East Coast Amalgam Warrior is being held earlier than usual (like Global Guardian) and is taking place on 9/11? In support of this possibility is a 1997 Defense Department report that describes the Stratcom exercise Global Guardian, saying it "links with other exercise activities sponsored by the Chairman, Joint Chiefs of Staff, and the Unified Commands." The exercises it links with are Crown Vigilance (an Air Combat Command exercise), Apollo Guardian (a US Space Command exercise), and "significantly" the NORAD exercises Vigilant Guardian and Amalgam Warrior. [Defense Department, 5/97; GlobalSecurity [.org], 10/10/02] Since in 2001, Vigilant Guardian is occurring the same time as Global Guardian, might Amalgam Warrior be as well? In his book Code Names, William Arkin says that Amalgam Warrior is "sometimes combined with Global Guardian." [Arkin, 2005, pp 254] Amalgam Warrior tests such activities as tracking, surveillance, air interception, employing rules of engagement, attack assessment, electronic warfare, and counter-cruise-missile operations. A previous Amalgam Warrior in 1996 involved such situations as tracking unknown aircraft that had incorrectly filed their flight plans or wandered off course, in-flight emergencies, terrorist aircraft attacks, and large-scale bomber strike missions. Amalgam Warrior 98-1 was NORAD's largest ever exercise and involved six B-1B bombers being deployed to Eielson Air Force Base, Alaska, to act as an enemy threat by infiltrating the aerial borders of North America. [Airman, 1/96; GlobalSecurity [.org], 4/14/02; Arkin, 2005, pp 254] Another Amalgam Warrior in fall 2000 similarly involved four B-1 bombers acting as enemy forces trying to invade Alaska, with NORAD going from tracking the unknown aircraft to sending up "alert" F-15s in response. [Eielson News Service, 10/27/00; Associated Press, 10/29/00] If either one (or both) of these exercises ending with the name "Warrior" is taking place on 9/11, this could be very significant, because the word "Warrior" indicates that the exercise is a Joint Chiefs of Staff-approved, Commander in Chief, NORAD-sponsored field training exercise. [NORAD, 8/25/89] Real planes would be pretending to be threats to the US and real fighters would be deployed to defend against them.

While President Bush is still in Sarasota, an AWACS (Airborne Warning and Control System plane) is flying a training mission off the coast of Florida. Referring to the AWACS plane, NORAD Commander Larry Arnold later says: "I had set up an arrangement with their wing commander at Tinker [Air Force Base, Oklahoma] some months earlier for us to divert their AWACS off a normal training mission to go into an exercise scenario simulating an attack on the United States. The AWACS crew initially thought we were going into one of those simulations." Another AWACS is also flying a training mission, near Washington, DC, the morning of 9/11. [Code One magazine, 1/02]

NORAD plans for the Amalgam Virgo 2 exercise. The exercise, scheduled for June 2002, involves two simultaneous commercial aircraft hijackings. One, a Delta 757, with actual Delta pilots and actors posing as passengers, will fly from Salt Lake City, Utah, to Honolulu, Hawaii. It will be "hijacked" by FBI agents posing as terrorists. The other will be a DC-9 hijacked by Canadian police near Vancouver, British Columbia. US and Canadian fighters are to respond and attempt to escort the hijacked planes to airfields in British Columbia and Alaska. But they possibly could "mock" shoot down the aircraft. [USA Today, 4/18/04; CNN, 6/4/02 (B); American Forces Press Service, 6/4/02] USA Today will note that this is an exception to NORAD's claim that the agency focused only on external threats to the US and did not consider the possibility of threats arising from within the US. [USA Today, 4/18/04] 9/11 Commissioner Richard Ben-Veniste will similarly comment that this planned exercise shows that despite frequent comments to the contrary, the military considered simultaneous hijackings before 9/11. [9/11 Commission Report, 5/23/03]

According to an FBI official interviewed by journalist Seymour Hersh, for several years prior to 9/11, the US government reportedly plans for "simulated terrorist attacks, including scenarios [involving] multiple-plane hijackings." This presumably refers to more than just the Amalgam Virgo 02 exercise, which is based on the scenario of two planes being simultaneously hijacked. [New Yorker, 9/24/01] Similarly, NORAD will tell USA Today that before 9/11, it normally conducted four major exercises each year at headquarters level. Most of them include a hijack scenario, the newspaper reports [USA Today, 4/18/04] , and some of them were apparently quite similar to the 9/11 attacks.

Lieutenant Colonel Dawne Deskins and other day shift employees at NEADS start their workday. NORAD is conducting a weeklong, large-scale exercise called Vigilant Guardian. [Newhouse News Service, 1/25/02] Deskins is regional mission crew chief for the Vigilant Guardian exercise. [ABC News, 9/11/02] Vigilant Guardian is described as "an exercise that would pose an imaginary crisis to North American Air Defense outposts nationwide"; as a "simulated air war"; and as "an air defense exercise simulating an attack on the United States." According to the 9/11 Commission, it "postulated a bomber attack from the former Soviet Union." [Newhouse News, 1/25/02; Air War Over America, by Leslie Filson, 1/04, pp 55 and 122; 9/11 Commission Final Report, 7/04, pp 458] Vigilant Guardian is described as being held annually, and is one of NORAD's four major annual exercises. [GlobalSecurity [.org] Vigilant Guardian page, 4/14/02; Air War Over America, by Leslie Filson, 1/04, pp 41; Code Names, by William M. Arkin, 1/05, pp 545] However, another report says it takes place semi-annually. [Aviation Week and Space Technology, 6/3/02] Accounts by participants vary on whether 9/11 was the second, third, or fourth day of the exercise. [Newhouse News Service, 1/25/02; Ottawa Citizen, 9/11/02; Code One Magazine, 1/02] Vigilant Guardian is a command post exercise (CPX), and in at least some previous years was conducted in conjunction with Stratcom's Global Guardian exercise and a US Space Command exercise called Apollo Guardian. [Committee on Armed Services, undated; GlobalSecurity [.org] Vigilant Guardian page, 4/14/02; Code Names, by William M. Arkin, 1/05, pp 545] All of NORAD is participating in Vigilant Guardian on 9/11. [Aviation Week and Space Technology, 6/3/02] At NEADS, most of the dozen or so staff on the operations floor have no idea what the exercise is going to entail and are ready for anything. [Utica Observer-Dispatch, 8/5/04] NORAD is also running a real-world operation named Operation Northern Vigilance. NORAD is thus fully staffed and alert, and senior officers are manning stations throughout the US. The entire chain of command is in place and ready when the first hijacking is reported. An article later says, "In retrospect, the exercise would prove to be a serendipitous enabler of a rapid military response to terrorist attacks on September 11." [Aviation Week and Space Technology, 6/3/02; Bergen Record, 12/5/03] Colonel Robert Marr, in charge of NEADS, says, "We had the fighters with a little more gas on board. A few more weapons on board." [ABC News, 9/11/02] However, Deskins and other NORAD officials later are initially confused about whether the 9/11 attacks are real or part of the exercise. There is a National Reconnaissance Office exercise planned to occur as well, involving a scenario of an airplane as a flying weapon. [Associated Press, 8/21/02; UPI, 8/22/02]

WASHINGTON -- In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conducted exercises simulating what the White House says was unimaginable at the time: hijacked airliners used as weapons to crash into targets and cause mass casualties.
One of the imagined targets was the World Trade Center. In another exercise, jets performed a mock shootdown over the Atlantic Ocean of a jet supposedly laden with chemical poisons headed toward a target in the United States. In a third scenario, the target was the Pentagon -- but that drill was not run after defense officials said it was unrealistic, NORAD and Defense officials say.
NORAD, in a written statement, confirmed that such hijacking exercises occurred. It said the scenarios outlined were regional drills, not regularly scheduled continent-wide exercises.
"Numerous types of civilian and military aircraft were used as mock hijacked aircraft," the statement said. "These exercises tested track detection and identification; scramble and interception; hijack procedures; internal and external agency coordination and operational security and communications security procedures."

A White House spokesman said Sunday that the Bush administration was not aware of the NORAD exercises. But the exercises using real aircraft show that at least one part of the government thought the possibility of such attacks, though unlikely, merited scrutiny.
On April 8, [2004] the commission investigating the Sept. 11 attacks heard testimony from National Security Adviser Condoleezza Rice that the White House didn't anticipate hijacked planes being used as weapons. [emphasis EA]
On April 12, a watchdog group, the Project on Government Oversight, released a copy of an e-mail written by a former NORAD official referring to the proposed exercise targeting the Pentagon. The e-mail said the simulation was not held because the Pentagon considered it "too unrealistic."
President Bush said at a news conference Tuesday, "Nobody in our government, at least, and I don't think the prior government, could envision flying airplanes into buildings [pause] on such a massive scale." Of course there are other references which validate the fact of the ongoing war-game drills of the morning of 911, but perhaps the allusion to said war-game drills which ends all denials about their existence comes to us in the book published in 2004 by a man who served under the last three Presidents on their respective National Security Council staffs. Under the Reagan Administration he was the Deputy Assistant Secretary of State for Intelligence. In the Bush 41 Administration he was the Assistant Secretary of State for Politico-Military Affairs and a member of the NSC. He served for eight years as a Special Assistant to President Clinton and served as National Coordinator for Security and Counterterrorism for both President Clinton and President George Walker Bush. From 2001 to 2003, he was the Special Advisor to the President for Cyberspace Security and Chairman of the President's Critical Infrastructure Protection Board. He began his career in 1973 in the Office of the Secretary of Defense as an analyst on nuclear weapons and European security issues. His name is Richard A. Clarke. His book is Against All Enemies: Inside America's War on Terror. ( _ )

A couple of brief passages from Mr. Clarke's book, on pages 4 and 5, are in order:

"Jane Garvey, the administrator of the Federal Aviation Administration, was in the chair. [Jane Garvey speaking here] 'The two aircraft that went in were American flight 11, a 767, and United 175, also a 767. Hijacked.'"

"Jane, where's Norm?" I asked. They were frantically looking for Norman Mineta, the Secretary of Transportation, and, like me, a rare holdover from the Clinton Administration. At first, FAA could not find him. "Well, Jane, can you order aircraft down? We're going to have to clear the airspace around Washington and New York."

"We may have to do a lot more than that, Dick. I already put a hold on all takeoffs and landings in New York and Washington, but we have reports of eleven aircraft off course or out of communications, maybe hijacked."

Lisa slowly whispered, "Oh shit." All conversation had stopped in the studios on the screens. Everyone was listening.

"Eleven," I repeated....

I turned to the Pentagon screen. "JCS, JCS. I assume NORAD has scrambled fighters and AWACS. How many? Where?"

[General Richard "Dick" Myers speaking here to Richard "Dick" Clarke] "Not a pretty picture, Dick." Dick Myers, himself a fighter pilot, knew that the days when we had scores of fighters on strip alert had ended with the Cold War. "We are in the middle of Vigilant Warrior, a NORAD exercise, but ... Otis has launched two birds toward New York. Langley is trying to get two up now. The AWACS are at Tinker and not on alert."

Mr. Clarke was being careful here to keep matters under control. What he was controlling with his book appears to be the government's favorite story regarding the attacks of 911, specifically the massive, unbelievable "incompetence" and "failure" which allowed all normal and customary defenses to be rendered impotent during the moments of the attacks. Clarke would apologize to the families of 911 victims publicly, stating that the government had failed the people on the morning of 911. [For film clip of Clarke admitting that the government failed the American people, see Bibliography, Documentary Films, 911 Press For Truth.] The Bush Administration as well as the Kean Commission on 911 repeatedly stressed that it was failure upon failure, reaching across many agency lines, which allowed three out of four planes to strike their targets.

Richard Clarke, himself an insider in deep dark government secretiveness for many years under several Presidential administrations, was, in my opinion, assisting with "damage control" by confessing "incompetence". If the American people could be led to believe that failure upon failure of protocol, standard operational procedures, rehearsed systems of response, and by-the-book mandated reactions to the events of 911, coupled with varying degrees of negligence and poor performance, is the believable explanation for how a loosely-knit band of foreigners managed to hit three out of four targets with hijacked commercial airliners, then the premise of inter-governmental operatives' participation in the planning and execution of the attacks would never have to be investigated. However, all that aside, his book states early that "Vigilant Warrior, a NORAD exercise" was ongoing at the time of the attacks. Clarke also recalls that the FAA was seeing at least eleven "hijackings" on their radar screens at the time of the attacks.

Quite often in history we see that some uncomfortable facts must be offered, sacrificed as it were, to publicity, for the purpose of "damage control". I'll take Clarke's confessions in that light, because I can thusly use them to fortify my own thoughts regarding the truth of 911. Because of Clarke's impeccable record of service and the sensitive areas in which he has worked for many years inside the Federal government, his statements carry the weight of truth and therefore discourage any detractors who would deny the existence of the war-game drills and the "fake hijacking blips" on the FAA's and NORAD's radar screens. It is extremely important that we realize that numerous "fake hijack blips" were dotting the radar screens of NORAD and the FAA during the attacks of the morning of 911. It is equally important to keep in mind that those war-game drills were under Dick Cheney's command and control.

There are other points to note aside at this time: The tool for deception which Mr. Clarke uses throughout his book is the tool called "omission". For example, in the index of Clarke's book there is no mention of Ali Mohammed. That omission looms very large, especially by the time we get to page 154 of Clarke's book. More on that later. Another point is his briefest mention of WTC-7 collapsing at 5:20 p.m. on 911. For a man in his position and possessing his remarkable experience to blithely note that WTC-7 collapsed but to have no further comment on that anomaly is completely unacceptable. It is also unacceptable that Clarke failed to mention in his book the amazing character Ali Mohammed.

The above listing of war-game drills, (consequence management exercises), by CooperativeResearch dot org is not completely reproduced here. I have only selected some items from their compilation which I feel are related to our inspection here and which show clearly that NORAD, the FAA, the Pentagon, FEMA, and other vital elements of the U.S. Defense community were very busily pursuing their customary activities on the morning of 911. These examples are but a part of what Bush 43 placed in Cheney's charge on May 08, 2001, just four months before 911. Cheney knew much about the various war-games, and was in command over all of them. Cheney also knows General Ralph Eberhart and General Richard Myers. He also knows Richard Clarke. According to 27-year veteran CIA Analyst Ray McGovern, Cheney also has been a frequent visitor to the Analysis division of the CIA at Langley, Virginia, where he has on numerous occasions offered to make his expertise available to the Analysts, for reasons we may only imagine. So let's begin here a general listing of some things about Vice President Dick Cheney.

Dick Cheney is a long-time member of, and a former Director at, the Council on Foreign Relations (CFR).

Dick Cheney is a co-founder of the PNAC, and he signed the PNAC's "Rebuilding America's Defenses" document of 2000, which was an appeal to the Clinton Administration to commit to the cognizant responsibility of the American Empire, in no uncertain words. (Details of that are in another letter to the Committee.)

Dick Cheney worked in the Reagan Administration, marked by the Iran-Contra-Mena scandal.

Dick Cheney was Secretary of Defense under George Herbert Walker Bush.

Dick Cheney is a former CEO of Halliburton, a major energy-related Defense contracting firm, which continues to pay him even as he sits as Vice President.

Dick Cheney headed the National Energy Policy Development Group (NEPDG) immediately after the Bush 43 inauguration. (Known as the Cheney Task Force on Energy)

Dick Cheney has fought against transparency regarding the findings of, and membership participation in, his NEPDG - all the way to the Supreme Court - and won. The American citizen was not deemed worthy of knowing the substance of Cheney's NEPDG.

Dick Cheney has been in the CIA's analysis section “helping” the analysts. The peak of that activity was prior to the Bush 43 invasion of Iraq.

Dick Cheney was in charge of all those war-game drills on the morning of 911, about which -

Dick Cheney has never said one word to the American people.

Dick Cheney went from being Secretary of Defense under Bush 41 to being CEO of Halliburton corporation, which has a subsidiary named Kellogg-Brown-Root. Halliburton is a major Defense contractor working both sides of military activity - Halliburton helps the U.S. military destroy targeted nations, their physical infrastructure, and then gets contracts to rebuild same. Halliburton builds and maintains U.S. military bases abroad, and Halliburton facilitates many aspects of corporate oil and natural gas related logistics, including the construction and maintenance of pipelines. Cheney left his post at Halliburton to become Vice President - but Cheney still draws income from Halliburton even as he serves as America's Vice President. As Congresswoman Cynthia McKinney (D, GA) exclaimed, "Cheney doesn't blush".

Dick Cheney works for, or works, George Walker Bush, who is the grandson of one of Hitler's biggest bankers and the son of one of the men who helped create al Qaeda while also engineering the crimes of the Iran-Contra-Mena scandal. Cheney has worked under both Bushes.

Dick Cheney. Quite the guy. Just the right guy to have in charge of war-game drills on the morning of the most insidious attack on America since Pearl Harbor. We'll come back to Dick Cheney shortly.
