We believe that when the nation's defense (as it probably did in both World Wars) requires military conscription, it can be resorted to, but what is done in extremis is not a binding precedent in normal situations. As we are famously told, the Constitution is not a suicide pact: the United States is not immortal.<BR/><BR/>With the Founders, we do believe that military service is an inherent and unalienable part of citizenship: that citizens must participate in the common defense, but the means of participation should be chosen by the individual and change throughout their lifetime. (We're not talking about 20 years in the reserves here.) He correctly claims that "Conscription" is Unconstitutional because it was never authorized by the Constitution.
